The 16 men and two women landed about 2 a.m., according to the U.S. Customs and Border Protection.
Their 21-foot boat was powered by a 1950's Russian car engine that still runs.
U.S. Customs and Border Protection has not revealed which part of the island the group left from, but said they had been out at sea since Friday.
The group will likely be processed.
