Setting up an office fund to buy birthday cakes for employees sounds easy.
But not if you are Miami-Dade County Property Appraiser Carlos Lopez-Cantera.
But Lopez-Cantera has apparently run into a maze of bureaucracy.
First, he had to submit a three-page resolution plus three pages of supporting documents to the County Commission and get its approval. Now he will have to overcome a union complaint that he is awarding benefits without the union's approval.
Lopez-Cantera had used profits from the employee vending machines to buy cakes and balloons for four birthday celebrations before the complaint.
He called it "comical" that taxpayer resources will now be spent to resolve the complaint.
