Malnourished boy found naked in street

NORTH MIAMI BEACH, Fla. -

A mother and a father were arrested after their 9-year-old son, who weighs as much as a 3- to 5-year-old, was found naked in a North Miami Beach street Saturday. 

According to the arrest affidavit, neighbors found the child in the roadway in the 1400 block of Northeast 152nd Street just before 8 p.m.

“The victim appeared to be extremely abused with permanent marks of abuse all over his body,” police said in the arrest affidavit. 

North Miami Beach police said the child had just jumped from a window at his home in order to escape his parents.

"Something had to be wrong for him to run off like that with no clothes on," neighbor Romine Myers told Local 10.

The boy was taken to Jackson Memorial Hospital North, where doctors said he weighed 35 pounds – the size of an average 3- to 5-year-old. Police said his hands and feet were swollen "from lack of food," and that there was evidence that he had been beaten both recently and previously. Police said about 100 marks could be seen on his body.

The child told police he hadn’t eaten in about three days. 

Photos of the boy showed extremely boney arms, a bruised and scarred back and underdeveloped legs.

"He looks like he came from Auschwitz," a Department of Children and Families judge said. "This is a neon sign of abuse."

The boy’s parents, Marsee Strong, 34, and Edward Bernard Bailey, 40, were arrested on charges of aggravated abuse and neglect of a child. 

Police said both Strong and Bailey denied physically abusing the child. According to the arrest affidavit, Strong “admitted to failing to protect her child from others and not properly supervising him and getting him medical treatment.” 

Police said Bailey told investigators he allowed other people to physically abuse his son without intervening. 

“He also knows that his child is in need of help but felt helpless to do anything about it,” the arrest affidavit said.

Strong and Bailey are being held at the Miami-Dade County Jail.

North Miami Beach police said the boy is one of six children living in the home, and that his parents have a history of involvement with DCF.

A private investigator from DCF visited the home about a month ago and referred a therapist to the family. The investigator and the therapist testified that they did not notice anything unusual at that time and no abuse allegations were made.

"It appears to me that there's gross negligence here," the judge told caseworkers. "This is one of the worst cases I've ever seen. How could we have been blind to this child's abuse?"

A juvenile court judge must decide who should care for the 9-year-old boy and has ordered every investigator or social worker who's ever had contact with the family during the past year to show up in court next month. DCF has taken the other five children into custody.
