Unusual laws go into effect Jan. 1

When the ball drops Monday night, it's all about out with the old and in with the new. New laws, that is, some that are rather unusual.

Take public act 97-743 in Illinois, which imposes a $1,000 fine on anyone who pops a wheelie on a motorcycle while speeding.

And come Tuesday at 12:01 a.m., Concord, Mass. will be the first community in the nation to outlaw plastic bottles.
