Nonprescription medication might have caused Ellis to become drowsy before the crash at Northwest Seventh Street and Northwest 17th Avenue, an investigation concluded.Ā

Ellis barreled through a red light, as he was traveling at almost twice the speed limit. Since the chain-reaction crash involving 11 vehicles, the Miami Department of Public Works had been on paid leave.Ā

Ellis was dealing with four traffic citations and lawsuits stemming from the crash. But he wasn't facing criminal charges.Ā
