MIAMI -

Florida Gov. Charlie Crist flaunted actress Eva Longoria's endorsement Tuesday, as he runs for his former office against Gov. Rick Scott.

Longoria was at restaurant Salt and Pepper in Miami Thursday with her millionaire boyfriend Jose Antonio Baston. On Monday, the Desperate Housewives star and Devious Maids producer was in Washington, D.C., to talk about the Latino Victory project, a political action committee close to raising about $5 million this cycle.

"Blessed to receive the endorsement of Eva Longoria and the Latino Victory Project," Crist tweeted Tuesday morning. "Welcome to  Team Charlie, Eva."

Longoria's PAC also endorsed Cuban-American U.S. Rep. Joe Garcia, D-Fla., who Vice president Joe Biden visited in Miami Saturday. Garcia defeated former U.S. Rep. David Rivera, R-Fla., in 2012. Rivera, who is under federal investigation, wants to run against him again.

FLIP-FLOP POLITICS

Crist is a former Republican who is running as a Democrat. Scott said he no longer shares his party's stance on how undocumented  high school graduates should be treated -- at least when it comes to college tuition.

Undocumented high school graduates admitted to college are asked to pay out-of-state tuition in Florida, but Scott promised to sign a bill that could change that.

No one knows how many undocumented students are affected. The American Immigration Council estimates that in Florida there were about 106,000 DREAMers -- the undocumented migrants ages 15-30, who entered the country before they turned 16, haven't left and have not been convicted of a felony.

Scott had previously promised to pursue tough measures dealing with immigration and in 2011 he said he "completely" opposed  changing tuition policy. Crist supporters said he was using Latino students as a political pawn.

"We've got to give these children the same opportunity as all children," Scott said late April. "Whatever country you are born in, whatever family or zip code, you ought to have the chance to live the dream. Part of that dream is being able to afford education."

The One and Only Local 10 News's Michael Putney said that although some very conservative GOP state legislators were opposed to in-state tuition for DREAMers, it was a conservative Republican who championed the in-state college tuition bill.

House Speaker Will Weatherford championed the bill. Sen. Don Gaetz, the Florida Senate president, was the leader of the opposition. Putney said Gaetz relented after Weatherford held some of his bills hostage.

The bill passed the Florida Senate on Labor Day. It heads next to the Florida House and Scott is expected to sign it.

Scott has even been trying to speak Spanish.In April, Scott was in Miami's Little Havana appealing to Cuban "abuelitos" with childhood pictures and an advertisement in Spanish.

RISING POLITICAL POWER

The One and Only Local 10 News' Glenna Milberg said Longoria's endorsement was not a surprise since the Hollywood star's PAC endorsed several Democratic candidates.

In 2012, Longoria joined forces with the Democratic National Committee's finance chairman Henry Munoz III. Their Futuro Fund raised about $32 million from Latino donors supporting President Barack Obama's re-election. This year, they joined forces again.

The Latino representation in Congress is weak --  28 members of the House and four senators. The 2012 Latino community donations were "just the tip of the iceberg," Longoria said. "We are not tapping into the full potential yet."

Experts said the actress is growing into a powerful political force.

"Soon Longoria may be more famous for her political action on behalf of Latinos than for her role as a Desperate Housewife," Milberg said.

THE ONE AREA THEY DIDN'T GET GOING WAS FIY MONEY DOWN HERE AS WELL AS MIAMI-DADE, THE PENNY SALES TAX PEOPLE SHOULD HAVE HAD A RIGHT TO VOTE ON. THAT WAS A HUGE LOSS TO NOT LET THAT GO TO A VOTE. I THINK THE SESSION THAT JUST ENDED, IT WAS NOT A SURPRISE IN ONE SENSE IN TERMS OF ITS AN ELECTION YEAR, AND THE GENERAL RULE OF THUMB IS THAT NOT MUCH GETS DONE IN AN ELECTION YEAR TO COME BACK AND BITE THOSE ON THE TICKET. THIS IS EVERYBODY IN THE LEGISLATURE, AND WE HAVE A GOVERNOR'S RACE. THE ONE LITTLE SURPRISE IS THEY ACTUALLY GOT IN FRONT OF AN ISSUE IN TERMS OF THE MEDICAL MARIJUANA, WHICH IS GOING TO BE ON THE BALLOT AS A CONSTITUTIONAL AMENDMENT. THEY ALLOWED A LIMITED STRAIN FOR A LIMITED NUMBER OF PATIENT, WHICH I THINK IS GOING TO ALLOW THEM TO KIND OF STILL OPPOSE THE AMENDMENT, SEE WHAT WE'VE DONE ALREADY IS ENOUGH. I DON'T KNOW IF THE VOTERS WILL AGREE. ONCE AGAIN, THEY COULD HAVE ADDRESSED ISSUES THEY DIDN'T ADDRESS. THEY DID GIVE A TAX BREAK TO THE BILLIONAIRES OR SPORTS OWNERS. WE'RE TALKING ABOUT MILLIONS UPON MILLIONS OF DOLLARS FUNDED TO SUPPORT SPORTS TEAMS AND BUILD STADIUMS. THAT'S WRONG. THEY GET TO COMPETE FOR THE TAX, BUT MIAMI-DADE DOESN'T. CORRECT. THEY DIDN'T FUND ADEQUATELY THE SCHOOL SYSTEM FOR STUDENTS. THEY HAVE A $3 BILLION SURPLUS. YOU THINK THEY'D BRING UP THE SPENDING LEVEL TO WHAT IT WAS IN 2007-2008. IT'S NOT WHAT IT SHOULD BE, AND THE INNER CITY SCHOOLS ARE NOT FUNDED APPROPRIATELY. THAT IS A TAX BREAK, $500 BILLION OF TAX. WE ALSO CANNOT EXPECT PEOPLE, POOR FAMILIES, LOW INCOME FAMILIES TO CONTINUE TO PAY 15% MORE FOR TUITION YEAR AFTER YEAR. LOOK AT THE COAST OF A PREPAID POLICY. IF YOU WANT TO SPEND UP FRONT, IT'S OVER $50,000. SO ARE YOU IN FAVOR OF LOWERING TUITION ACROSS THE BOARD? ABSOLUTELY. WE HAVE GOT TO FIGURE OUT HOW TO PROVIDE HIGHER EDUCATION AT LOWER PRICES. JUST LIKE JOB LOSS, COULD THAT BE BLAMED ON YOUR PREDECESSOR OR MIGHT THAT BE A NATURAL OCCURRENCE WHEN AN ECONOMY TANKS? BECAUSE OF A HOUSING CRISIS, SUBPRIME LENDING ISSUES? LET'S LOOK AT THE FACTS. THE FACTS ARE THAT FOUR YEARS BEFORE BEING GOVERNOR THE STATE LOSS 832,000 JOBS. IN THE RECESSION. THINK ABOUT IT FOR A SECOND. WE'RE A NO INCOME TAX WORK STATE AND GATEWAY TO LATIN AMERICA AND BEST MELTING POT IN THE COUNTRY. HOW DID WE LOSE THE JOBS? WE DIDN'T FOCUS ON JOB CREATION, RIGHT? SO BEFORE I BECAME GOVERNOR THE COST OF LIVING CAME UP, AND THEY DIDN'T CUT TAXES AND RAISED TAXES. THEY DIDN'T CUT REGULATION AND INCREASED REAL ESTATING LAGS BEFORE WE BECAME GOVERNOR. WHAT HAVE WE DONE? THE PRIVATE SECTORS REACTED. WE CUT TAXES 25 TIMES AND CUT $400 MILLION WITH THE AUTO TAGS THAT CHARLIE CRIST SIGNED INTO LAW. WE HAVE CUT ALMOST 3,000 REGULATIONS, AND WE'VE CALLED ON COMPANIES AND WE STARTED SAYING, WE WANT YOU TO COME TO OUR STATE, AND WE CALLED ON COMPANIES AND WE'VE DONE 350 TRANSACTIONS WITH ENTERPRISE, FLORIDA TO RECRUIT COMPANIES TO EXPAND HERE OR MOVE HER LIKE HERTZ MOVING THEIR CORPORATE OFFICE AND THINGS LIKE THAT. SO ALL THOSE THINGS MATTER. NOW, WHAT'S HAPPENEDS THE PRIVATE SECTOR HAS SHOWN UP AND PEOPLE ARE MOVING HERE. HOME PRICES HAVE COME BACK. THEY DROPPED 40%. WE'RE BEATING THE REST OF THE COUNTRY NOW. NUMBER ONE IN JOB CREATION LAST MONTH. UNEMPLOYMENT HAS DROPPED BELOW THE NATIONAL AVERAGE AND WE SKYROCKETED ABOVE THE NATIONAL AVERAGE FOUR YEARS BEFORE THEY WERE GOVERNOR. WE'VE DONE THE RIGHT THINGS AND THE PRIVATE SECTOR CAME BACK. LIGHTNING ROUND. WHEN THESE BILLS GET TO YOUR DESK, YOU'RE GOING TO SIGN THEM ORVIETO THEM. GUNS IN SCHOOL, TEACHERS WITH THE ABILITY TO CARRY GUNS? I HAVEN'T SEEN THE BILL. I BELIEVE IN THE SECOND AMENDMENT AND I BELIEVE IN PUBLIC SAFETY. ARE YOU CLOSE TO A COMPACT? THERE'S NO DEAL. IT DOESN'T EXPIRE INTO 2013. I'M GOING TO TAKE THE RIGHT AMOUNT OF TIME TO TAKE THE BEST DEAL WE CAN. ARE YOU CLOSE? AFTER OUR REPORTS THIS WEEK, THE BROWARD SHERIFF'S OFFICE TOOK BOTH DEPUTIES OFF THE ROAD AND PUT THEM ON LIMITED DESK DUTY DURING AN INVESTIGATION. BOB'S STORY SHOWED VIDEO OF A MAN KNOCKED UNCONSCIOUS ABOUT THIS PAIR OF DEPUTIES THE A DEERFIELD BEACH GAS STATION, AND BOB WAS THE ONLY REPORTER TO SPEAK TO THE VICTIM OF THAT BEATING. THE MAN BEING STRUCK AND THEN SLAMMED FACE-FIRST FOR THE PAVEMENT BY TWO BROWARD SHERIFF'S DEPUTIES, DAVID GONZALEZ, SAYS HE HAS A FEELING THIS WASN'T THE FIRST TIME. THEY PROBABLY HAVE DONE THIS BEFORE, AND THEY HAVE BEEN GETTING AWAY WITH IT. AS THIS VIDEO WAS BEING PLAYED ACROSS THE MEDIA, ANOTHER EXCESSIVE FORCE CASE WAS COMING TO THE SURFACE. THIS ONE INVOLVING JORGE RODRIGUEZ AND HIS WIFE IN A 2009 CASE THAT ENDED THIS PASS DECEMBER WITH THE SHERIFF'S OFFICE PAYING OUT A $350,000 SETTLEMENT IN TAXPAYERS' MONEY TO THE COUPLE. HE'S A NICE, FRIENDLY NEIGHBOR. RODRIGUEZ'S NEIGHBOR SAID IT HAPPENED WHEN DEPUTIES ARRIVED AT A PARTY AT GONZALEZ'S HOUSE INVOLVING LOUD MUSIC. WHAT DID HE TELL YOU? JUST THAT THEY BASICALLY BEAT HIM UP. LIKE GONZALEZ, RODRIGUEZ CLAIMED DEPUTY JUSTIN LAMBERT, THE BALANCED DEPUTY IN THE BACKGROUND, STRUCK HIM WITHOUT PROVO PROVOCATION. GONZALEZ HAS HIS HANDS OUT TO BE ARRESTED BEFORE HE'S HIT, GRABBED AND SLAMMED TO THE GROUND. ACCORDING TO THE FEDERAL LAWSUIT, RODRIGUEZ ALSO HAD HIS HANDS OUT LIKE THIS AS IF TO BE ARRESTED WHEN LAMBERT ALLEGEDLY TACKLED HIM, GOT HIM TO THE GROUND, POUNDED AND PUMMELED HIM BEFORE TASERING HIM SEVERAL TIMES. NOW GONZALEZ'S ATTORNEYS SAY THEY'RE PREPARING A FEDERAL LAWSUIT AGAINST BSO. THERE'S CERTAINLY AN OBVIOUS BATTERY, EXCESSIVE USE OF FORCE, CIVIL RIGHTS VIOLATIONS. AND BOB NORMAN JOINS GLENNA AND ME NOW FOR A LITTLE DEBRIEF. ANOTHER POWERFUL STORY. WHAT ABOUT THESE DEPUTIES? WHERE ARE THEY NOW? THEY'RE OFF THE ROAD NOW THANKS TO THE VIDEO SURFACING. I THINK IT'S A WAKE-UP CALL. THEY DID NOT RELEASE THIS VIDEO, DID THEY? HOW DID IT GO PUBLIC? IT CAME FROM TWO ATTORNEYS THAT REPRESENT THE VICTIM IN THIS CASE. WE SAW THIS VIDEO BEFORE THE SHERIFF EVER GOT IT, WHICH GIVES YOU AN IDEA OF THE KIND OF OVERSIGHT THAT NOT JUST THE SHERIFF'S OFFICE BUT ALL POLICE AGENCIES HAVE IN THESE KIND OF CASES. ONCE THEY GOT THIS AND UNDERSTOOD THAT YOU HAD IT AND CHANNEL 10 WAS GOING TO RUN IT ON THE NEWS, WHAT DID THEY DO? THEY DISTRIBUTED COPIES TO OTHER TV STATIONS TO TRY TO PREEMPT YOU, ONE-UP YOU? I THINK SO. THEIR BASIC RESPONSE WAS THAT THE SHERIFF WAS UPSET HE DIDN'T SEE THE USE OF FORCE REPORT FILED IN THIS. HE SHOULD BE UPSET ABOUT IT. THAT'S A POLITICAL RESPONSE. TO BE CLEAR, THERE WOULD BE NO INVESTIGATION WITHOUT THIS VIDEO COMING FORWARD? ABSOLUTELY. WITHOUT THIS VIDEO, NOBODY WOULD HAVE BELIEVED THIS GUY AND IT WOULD HAVE GONE LIKE SO MANY OF THESE CASES GO. DEPUTY LAMBERT WHO WAS FEATURES PUNCHING THE GUY IN THE FACE, DAVID GONZALEZ, YOU DISCOVERED THIS WEEK ANOTHER INCIDENT IN WHICH HE HAD USED WHAT APPEARS TO BE EXCESSIVE FORCE? WELL, YES. THE PUBLIC PAID DEARLY FOR THAT, $650,000 IN SETTLEMENTS.
