POMPANO BEACH, Fla. – An ex-convict recently arrested after exposing himself to a jogger is the same man who attacked and robbed a 53-year-old woman at her Pompano Beach apartment, Broward Sheriff's Office detectives said Thursday.
Frank Lowry, who was arrested Sept. 25 on charges of aggravated stalking and exposure of sexual organs, now faces charges in connection with the Sept. 20 robbery of Kathryn Devlin.
Detectives said Lowry, 44, entered Devlin's home after she returned home from grocery shopping and left her front door unlocked. Detectives said Lowry approached her from behind in the kitchen, grabbed her, covered her mouth and nose with a cloth and hit her in the head with a gun. Detectives said he then forced her into the bedroom, tied her up with duct tape and stole her cash, credit and debit cards.
Investigators said Lowry was captured on surveillance video minutes after the attack using Devlin's card at a nearby ATM.
Two days later, a woman jogging on a bike path in Pompano Beach told deputies a man later identified as Lowry was masturbating and making lewd comments to her as he was riding his bicycle.
Deputies said Lowry was released from state prison in March after being convicted of attempted murder and kidnapping.
Lowry's new charges include armed robbery, armed burglary, kidnapping and aggravated battery with a firearm. He was being held at the BSO's Paul Rein Detention Facility in Pompano Beach.
