With the website malfunctioning, many worried they will be subject to fines on their next tax date.
In 2014, the fee is 1 percent of a person's annual income or $95 per person, whichever is higher.
The fee for uninsured children is $47.50 each, with a maximum of $285 per family.
By 2016, those fees increase to $695 per person or 2.5 percent of the annual income.
