Man accused of exposing penis to girls at Sunrise playground

Police believe there may be more victims

SUNRISE, Fla. ā€“ A man was arrested Thursday after he exposed his penis last month to a group of girls in Sunrise, police said.

Rickie Hoggins, 30, faces charges of lewd and lascivious exhibition involving a child under the age of 16.

According to police, the children were hanging out in a playground Jan. 31 when Hoggins pulled up in a Jeep and parked about 10 feet away from the girls.

Police said Hoggins opened his door, unzipped his pants, lowered his pants to his knees and exposed his penis to the girls.

They said he also masturbated in front of the children.

Local 10 News reporter Jess Weinsier spoke to a woman who said her 12-year-old niece was one of the victims.

"She said the guy was pulling out his privates down there and said he wanted to make love to the smaller kids," Sasha Armstrong said.

According to Armstrong, her niece had seen Hoggins do the same thing about a month earlier.

Residents in the area told Weinsier that they recognized Hoggins and said he often displayed erratic behavior.

He appeared in court Friday, where he was ordered held on a $1 million bond.

Police believe Hoggins may have been involved in similar incidents throughout the surrounding areas.

Any parent who believes his or her child has been victimized by Hoggins is asked to call Sunrise police at 954-746-3537.
