Slater said officers conducted a traffic stop Wednesday night after noticing Webb driving the wrong way. It was determined that Webb had an open arrest warrant for a probation violation, but he got away as officers were trying to handcuff him.

Webb, who had one handcuff on his wrist, got into his car and drove off, Slater said.

Officers deployed stop sticks on his car on Interstate 95, but Webb bailed out of the car and jumped a fence near Northwest 14th Avenue, Slater said.

Webb was still wearing the handcuffs around his wrist when he was arrested, Slater said.
