Retiring police chief Ray Martinez announced his resignation in early March. He planned to serve until early this month.

Martinez had served on the Miami Beach Police Department for more than 12 years.

Last week, organizers of the Ultra Music Festival announced Martinez had been hired to oversee security at future events, following scrutiny by the city of Miami. A guard was trampled by gate-crashers during the March festival and hospitalized for several weeks.

Miami Beach City Manager Jimmy Morales confirmed his intention to appoint Oats on Tuesday night, the Miami Herald reports. Mayor Philip Levine and the police commission will have to approve the appointment.

Oates became Aurora's police chief in 2005 and was the head of the department when a gunman killed 12 people and injured 70 others inside a movie theater. The incident was the most deadly shooting in the city's history.

The city's population is more than three times the size of Miami Beach's.

Oates will step down from his current post by June.
