According to the Florida Department of Transportation, the contractor, Bouygues Civil Works Florida, is absorbing the $115,000 per day fine until the tunnel opens to traffic. However, FDOT said that's at no cost to the department or the taxpayers.

The tunnel was supposed to open in late May.
