The Friday afternoon shooting in daylight, in public, is the latest in a series, according to residents who watched police cordon off the crime scene and search for the gunman, checking certain apartments with police K-9s.
Students at nearby Miami Carol City High School were put on lockdown.
"They were saying that something happened around our neighborhood, why we need to go into a 'code red,'" said student Emanuel Obsaint.
A woman whose daughter and grandchildren live in the complex drove by to check on their welfare.
"Lately, there is just a lot of shooting and things going on," she said.
Several people at the apartment who know the victim believe the shooting is meant as revenge shooting for the shooting of two boys last month at Carol City High School. One survived, but Khambrell Manning, 16, died of his wounds.
"These two kids was bullying was one kid," said student Terreque Leath, offering a motive for the high school shooting.
Police have not released the identity or other details about Friday's fatal shooting.
