The attempted robbery was reported July 7 in the area of Northwest 22nd Street and Second Avenue.

Surveillance video from a nearby business showed the victim, Valentina Baiz, 18, being dragged in the street, as someone, believed to be Garvin, jumped out of a car and attempted to steal the bag.

Police said Baiz did not let go of the bag and suffered abrasions and lacerations to her arms and legs.

Baiz told Local 10 News that the attack happened so fast that she didn't have time to think.

Police said Garvin fled the scene in a gray four-door car.

"They were laughing as they drove away," witness Naomi Alonso told Local 10 News.

Baiz said she is still shaken by what happened, and said she moved to Miami to escape the violence in her native Venezuela.

The attack came just two days after Thomas Quass, 41, was fatally shot while he was walking to his car after leaving a nightclub with his girlfriend. Police have still not found the armed robber in that case.

Police said Baiz positively identified Garvin as the attacker in a photo lineup.
