According to an arrest report, three people were inside a patient's room when Fowler pushed the victim, knocking them to the floor.
Police said Fowler claimed that she "gently put her hands on" the victim, in an attempt to move the victim's bag out of her personal space.
Fowler claimed that she had gotten into an argument with the person and said the victim had tried to walk across her, but had placed the bag in her face while doing so, the report said.
Detectives said statements from witnesses contradicted Fowler's claim that she did not intentionally push the victim to the floor.
The victim suffered a broken collarbone.
Police did not release the identity or gender of the victim, citing a Florida statute on public records exemptions.
