MIAMI -

On this date, the same brutal cold air mass of 1989 that has been discussed here the last couple days continued to freeze the middle portion of the country today in 1989. Tioga, N.D., recorded a wind chill of -90 degrees and the morning low at Russell, Kan., was 12 degrees. This is quite amazing since the high at Russell, Kan., the day before was 84 degrees.
