OPA-LOCKA, Fla. - Gov. Rick Scott declared a financial emergency in Opa-locka through an order issued Wednesday.
The order, which is effective immediately, gives Scott and his office control over the city's finances and calls for the city to get the approval of Scott before passing an annual budget or amending their budget.
Scott will also create a financial emergency board which is tasked with making rules in order for the city to move forward, and the city is required to give the governor access to all its records, information and assets, the order states.
Opa-locka has been struggling with budgetary issues for years.
The Miami Herald reports that this is the second time since 2002 that the city has been placed under an emergency.
