The crash happened at Northwest 7th Street and 47th Avenue on May 9.

Cesar's car was going 70 mph when she crashed into another vehicle turning left onto Northwest 47th Avenue, according to the arrest affidavit. Her car then hit another vehicle driven by Juan Liriano, sending his vehicle 70 feet into the air.

Liriano's vehicle landed in the eastbound lanes, where it was hit again by a pick-up truck. Paramedics pronounced him dead when they arrived.

Cesar told police she took several medications and had smoked marijuana the day before the crash, according to the arrest affidavit. Inside of her car, investigators found marijuana, drug paraphernalia, and several medications inside containers that weren't prescription pill bottles.

Toxicology results showed Cesar had a blood alcohol content of between 0.186 and 0.172 shortly after the crash, police said.
