Concepcion said Donna Behari, 52, had made numerous attempts to cross Oakland Park Boulevard and was not in a crosswalk. She said Behari also appeared to be unsteady on her feet.

According to detectives, the cab was driving behind the cab driver, Frimans Pierre, 37, who wasn't able to avoid the crash.

Pierre remained at the scene and is cooperating with the investigation. Concepcion said speed is not considered to be a factor in the crash and no charges will be filed.
