Miami police said the victim, Rolando Miguel Garcia, 41, was riding a motorized scooter in the westbound lanes and had just stopped at a flashing yellow light at the intersection when he was struck by a silver or gray car that was heading south.

Police said the driver, identified as Hubert Moises Camtume, 29, failed to stop at the flashing red light and struck the victim, launching him and the scooter in the air.

Camtume briefly stopped and his passenger got out of the car to help the victim, authorities said.

But police said Camtume drove away, leaving his passenger and Garcia on the side of the road.

Garcia was taken by Miami Fire Rescue to Jackson Memorial Hospital's Ryder Trauma Center, where he died.

Camtume turned himself in to authorities later in the day. He faces charges of leaving the scene of a crash resulting in a death and driving without a valid license.
