Inmate on 'monitor-release' flees from officers in Miami, authorities say

MIAMI – An inmate on "monitor-release" fled from officers Thursday afternoon in Miami, authorities said.

Miami-Dade Corrections & Rehabilitation Department spokesman Juan Diasgranados said in an email that the inmate took off in the area of 3900 First Avenue.

An officer had gone to the Concept Health System Inc., Assistance for Substance Use and Mental Disorders, an unsecured residential treatment facility, to conduct a routine check on Arsinio Lannigan, police said. 

The director of the facility told the officer that Lannigan had violated program rules and regulations, police said. The director requested that Lannigan be removed.

Lannigan then managed to escape while he was being taken back into custody. 

Miami police were notified of the incident and a perimeter was established. 

Diasgranados said Lannigan turned himself in to police Thursday night.
