Man faces manslaughter charge for fatally shooting Eugene Torres, records show

HALLANDALE BEACH, Fla. – Joseph Arriaga-Lisier appeared in Broward County court on Wednesday accused of killing a man across from a school in Hallandale Beach.

Hallandale Beach police officers arrested Arriaga-Lisier, 31, on Tuesday and Broward Sheriff’s Office deputies booked him at the main jail in Fort Lauderdale, records show.

Arriaga-Lisier was across from the Gulfstream Academy when a witness nearby saw him fatally shoot Eugene Torres shortly before 9:10 p.m., on May 4, according to police.

Torres, 41, was wounded when he got into a gray 2017 Chevrolet Equinox but ended up slumped over the wheel, as his car rolled up on the curb, according to police.

A doctor at HCA Florida Aventura Hospital declared Torres dead. Nearly a year later, Arriaga-Lisier was facing a charge of manslaughter with a weapon. A judge set his bond at $100,000.

Court records show Broward County Circuit Judge Barbara R. Duffy was set to preside over the second-degree felony case at the Central Courthouse.
