MIAMI-DADE COUNTY, Fla. — A 21-year-old man who was behind bars on Friday in Miami-Dade County had an arrest warrant for military desertion since Feb. 15, according to the U.S. Army.
Luis M. Perez had an active National Crime Information Center warrant from Fort Bliss, Texas, according to Heather J. Hagan, a spokeswoman for the U.S. Army.
Miami-Dade Sheriff’s Office deputies arrested Perez after a traffic stop by deputies with a robbery intervention unit turned into a chase and ended with the crash on Wednesday in Brownsville.
Stefan Germaine Davis, an artist visiting Miami-Dade from the Bahamas, died after the crash at Northwest 33rd Avenue and 51st Terrace, according to deputies. He was 55.
Phillip Brave Davis, the prime minister of the Bahamas, released a statement on social media describing Davis as an artist with “a remarkable” gift.
“It was always a joy to watch him bring our stories, our culture, and our people to life through his art,” Brave Davis wrote, according to the statement. “His passing is a tremendous loss for our country and our creative community.”
Surveillance videos show the fugitive speeding and the impact, according to deputies. Norman Bradley, who was in the area, said he heard “a BOOM!”
“The car flipped on its side,” Bradley said.
Fire Rescue personnel rushed Davis, whose condition was critical, to the hospital, where he later died, according to deputies.
“Sorry to see such talent has left us in a tragic way,” said Levin Wilson, Davis’s friend in Miami-Dade County.
According to Davis’s Facebook profile, he had graduated from Government High School in Nassau, Bahamas, where he co-owned Airbrush Junkies, an art gallery and events venue in Nassau. Davis painted on canvas and was also a coveted tattoo artist.
