MIAMI - Former Miami Dolphin Richie Incognito is one step closer to a return to the NFL.

ESPN's Adam Schefter is reporting that the league has cleared Incognito to return to "full activity and regular-season game participation."

Incognito was at the center of the Dolphins bullying scandal.

The NFL made him undergo counseling.

Incognito met with the Tampa Bay Bucs on Monday.

The man who Incognito bullied, Jonathan Martin, has signed with the San Francisco 49ers.
