HALLANDALE BEACH, Fla. - A Hallandale Beach family told Local 10 two pit bulls attacked and killed their dog on Tuesday.

Angelica Melendez and her daughter Angelina were walking their 7-year-old Shih Tzu, Buster, a couple blocks from their Hallandale Beach home on Tuesday when the 15-pound dog was ripped from their arms by two pit bulls.

"I didn't seeing them coming," said Angelica Melendez through tears.

"Two pit bulls attacked my dog. One grabbed him by the neck and one by the stomach," said Kevin Melendez Angelica's husband.

Buster died before the owners of the pit bulls, Jennifer Gutierrez, could intervene. Guitierrez said they got away from her elderly mother.

"The dogs have never done anything like that. I feel bad, especially because their daughter saw the whole thing," said Gutierrez. 

The dogs were kept in cages outside the Gutierrez's Hallandale Beach home but the yard is not fenced in. The family is outraged.

"Who has pit bulls and their yard is not fenced in?" Kevin Melendez asked Local 10's Neki Mohan.

While pit bulls are outlawed in Miami-Dade County, they are legal to own in Broward County. Broward County Commissioner Barbara Sharief is getting so many complaints from residents in her south Broward district that she went before the Pembroke Pines Commission on Wednesday to address it. 

"I want to see if they are having as many problems as we are and then we can do something to address," said Sharief.

In neighborhoods like east Miramar and West Park, neighbors complain to Sharief about dogs being dumped on their streets.

Hallandale Beach Police now have the Gutierrez's case and Animal Control will be called in to remove the dogs. The owner faces several charges and fines, and the dogs could be put to death.

"Next time it could be a little boy or little girl," said Melendez.
