MIAMI – The city of Miami's civilian oversight panel meets to decide whether to exonerate a Miami police officer who shot and killed an unarmed man in 2010.

The Civilian Investigative Panel will reveal its independent review of the fatal shooting of DeCarlos Moore at its meeting Tuesday.

The Miami-Dade State Attorney's office already cleared officer Joseph Marin, who police say shot and killed Moore in Miami's Overtown neighborhood on July 5, 2010.

Police say officers stopped Moore and ordered him out of the car. When Marin saw him reach for something shiny, he shot him. Investigators later found that Moore was unarmed and was reaching for a piece of crack cocaine wrapped in tin foil.

"I am here today to make sure this community is heard and there will be people here from the community who have a vested interest in cases like this," said Julia Dawson with the ACLU.

Moore was one of seven African-American men killed by city of Miami police officers during seven months in late 2010 and early 2011.
