When deputies arrived, they heard more gunshots and saw a man walking out of a wooded area at the end of Glendale Drive. They also saw another man hiding in some bushes nearby.
One of the men, later identified as Lucas Confer, 26, admitted to have two guns in his pocket, sheriff's spokeswoman Becky Herrin said.
The guns weren't loaded, Confer said, because he had been shooting them in the woods.
Herrin said Confer, who had a pipe in his pocket, also admitted to smoking marijuana and drinking alcohol.
Confer faces charges of discharging a firearm while intoxicated and possession of drug paraphernalia. Herrin said a small bag of marijuana was found in Confer's pocket at the jail, so he also faces a charge of introduction of contraband into a jail facility.
The other man was not arrested.
