MIAMI – A man was arrested Tuesday after he was seen masturbating while watching children walk to school in Miami, police said.
Damell Elliott faces a charge of loitering and prowling.

Miami police said a woman sitting on a bus bench near Northwest Seventh Avenue and Northwest 69th Street saw Elliott driving around in a blue Honda Accord with Transformers images and other cartoon character designs on it.
According to the police report, several witnesses called 911 saying a naked man was sitting in a car with cartoon characters painted on it.
Police said Elliott's license was suspended and he was under house arrest for aggravated battery.
During questioning, Elliott said he "works with the police very closely in getting drugs and guns off the street," but he couldn't provide any names of the officers with whom he claimed to work, the report said.
Police believe there may be other victims.
