Sheriff's spokeswoman Becky Herrin said a man called 911 to report that Vest had shot at him twice with a flare gun.

The man, who was on his boat, said it happened after a dispute about an anchoring point.

Vest told a deputy that he shot the flare gun after the man rammed his boat, but the deputy didn't observe any damage to either boat, Herrin said.

The flare gun was found on Vest's boat with the discharged flare still in it, Herrin said.
