According to her arrest report, the victim was with her father inside the Miami-Dade County Main Library, at 101 W. Flagler St., when she needed to use the restroom.

Police said the victim was washing her hands when Brown threw a napkin or tissue in the victim’s direction.

She then slapped the victim on the left side of the face, authorities said.

According to the report, the victim began crying and ran out of the restroom to her father, who flagged down an officer who was working an off-duty assignment at the library.

The father then slapped Brown across her face in retaliation for what she did to his daughter, the report stated.

Police said the two were separated and Brown was taken into custody.

According to the arrest report, Brown claimed that the victim “made her feel uncomfortable and upset,” but when asked if the victim ever spoke to her or touched her, she said “no.”

As of Friday afternoon, Brown was being held at the Turner Guilford Knight Correctional Center where her bond had yet to be set.
