The theft was reported on Halloween at Murray Maine. MCSO spokeswoman Becky Herrin said the boat's owner left the keys in the ignition the night before and returned Oct. 31 to find his boat missing.

Surveillance video from the marina shows a man in a full wet suit walking around the marina at about 10:40 p.m. He is seen pulling on several ice storage cooler doors, but each cooler is locked. A short time later, the Boston Whaler is seen leaving its slip and heading northeast.Ā

Herrin said no one could be seen on board, but the U.S. Coast Guard was notified by the Cuban Border Guard on Nov. 2 saying they had Luskey in custody.

According to Cuban authorities, Luskey entered Havana Harbor at 5 p.m. on Halloween on a 13-foot Boston Whaler.

Photos of the vessel from Cuban authorities show the FL numbers, which match the stolen boat.

The boat is valued at about $4,500.
