Judge sets bond for Franklin Chavez at $32,500

MIAMI – A 23-year-old man was arrested Monday in connection with a wrong-way crash on Interstate 95 crash in December that killed a woman and seriously injured her brother and mother.

Franklin Chavez was arrested Monday on charges of vehicular homicide and driving under the influence.

He appeared in court Tuesday morning as a Miami-Dade County judge set his bond at $32,500.

Florida Highway Patrol troopers said Chavez was driving the wrong way on I-95 when the car he was driving collided head-on with another car.

Carmen Criales, 23, died in the crash. Her mother and brother were taking her to Fort Lauderdale-Hollywood International Airport so that she could fly to New Jersey for medical school orientation.

Her brother, Bryan Criales, 22, and their mother were seriously injured in the crash.

According to the arrest report, Chavez was driving south in the northbound lanes with his car's headlights turned off at the time of the Dec. 13 crash.

Bryan Criales, who cannot speak, is still continuing his road to recovery after the crash as he deals with a traumatic brain injury.

Judge Mindy Glazer ruled that Chavez not be allowed to drink or drive while he is out on bond.
