Authorities are seeking the public's help in identifying a man who was captured on video holding a dog by its neck over a second-floor railing at an Orlando home.
Orange County Animal Services said the incident was posted to Facebook on April 6.
The video shows a man holding a white dog over the railing of a building for about two minutes.
Animal Services and the Orlando Police Department visited the area Monday and spoke with residents, who were unwilling to identify the man, officials said.
