MIAMI ā A driver has been arrested following a deadly crash involving four vehicles and a pedestrian in Miami.
It happened in the area of Southwest 19th Street and 21st Avenue at approximately 6:53 p.m. Tuesday.
5 p.m. report:
The driver who was arrested was identified as Andres Roberto Fiallo Estupinan, 36, of Miami.
According to police, Fiallo Estupinan was behind the wheel of a 2012 gray Volkswagen Passat, and was traveling at a high rate of speed when he hit a male pedestrian from behind who was running along the westside of the roadway.
The impact of the crash sent the pedestrian, identified as Andrew Loretta, 50, airborne, while severing both of his legs, an arrest report stated.
Fiallo Estupinan then struck a parked ice cream truck, which subsequently hit a parked Toyota, authorities said.
According to the report, Fiallo Estupinan made no attempt to brake to avoid the collision and then struck another vehicle -- a white Mercedes-Benz -- that was parked on the west swale of Southwest 21st Avenue and 18th Street.
Loretta was pronounced dead at the scene, police said.
Family friend and now lawyer for the family Raúl Chacón spoke about the tragedy.
āA great dad, a great father, a great friend,ā he said. āItās a tough loss.ā
Noon report:
According to the report, Fiallo Estupinan ran to Shenandoah Park after the final collision, where several witnesses stopped him and held him down until police arrived.
āThey had pinned down the driver who had tried to flee the incident,ā said witness Marcos Mare.
Miami Fire Rescue crews took Fiallo Estupinan and one woman who was inside the ice cream truck to the Ryder Trauma Center at Jackson Memorial Hospital.
Police said Fiallo Estupinan had a fractured ankle and the woman sustained a skull fracture.
Residents in the area told Local 10 Newsā Brett Knese that speeding has long been an issue in the community and that this accident is proof something needs to change.
āItās very sad and totally preventable,ā said resident Denise Galves Torros. āUnfortunately, thereās an easy fix for things like this. A speed table, a traffic circle.ā
āI was here. It would have slowed that car down. It would not have prevented accident but it certainly wouldāve prevented the death,ā added Galves Torros.
Fiallo Estupinan was arrested on charges of leaving the scene of a crash resulting in death and leaving the scene of a crash resulting in serious bodily injury.
āFurther charges are pending a vehicle search warrant,ā the arrest report stated.
Fiallo Estupinan is expected to be booked into jail following his release from the hospital.
