At about 8:30 p.m., on Aug. 15, Vladyslav Kuchyn was riding a 2025 Surron Ultra Bee -- which has a claimed 59 mph top speed -- westbound on the Rickenbacker Causeway.

Vladyslav, who lives in Sunny Isles Beach, collided with Fabian Moses, who was riding a bicycle westbound on the causeway toward Miami’s Brickell neighborhood, police said.

Miami Fire Rescue personnel took Moses to the Jackson Memorial Hospital’s Ryder Trauma Center, where doctors later pronounced him dead. He was 53.

Vladyslav, who suffered head injuries, still had a black eye when he surrendered on Thursday in Miami-Dade County. A minor who was his passenger was not injured, police said.
