According to an arrest report, Jillian Elizabeth Holley and her daughter were spotted inside her vehicle shortly before 6:30 p.m. Saturday outside a Family Dollar store in the 1700 block of Northwest 69th Terrace.

Deputies said two witnesses saw Holley slumped over the steering wheel and saw her daughter crying in the backseat.

One of the witnesses screamed for a help and a third person came over and broke the windshield, climbing inside to unlock the doors, authorities said.

According to the report, one of the witnesses removed the toddler from the car and checked her for any injuries.

Another witness told deputies the two had been inside the car for more than 30 minutes.

According to the report, Holley was incoherent when deputies arrived.

Miami-Dade Fire Rescue and City of Miami Fire Rescue crews responded to the scene and Holley and her daughter were taken to Jackson Memorial Hospital.

Deputies said hospital staff advised them that Holley was under the influence of an unknown drug “and ruled out any possibility that this was a medical emergency.”

Authorities said Holley was unable to be interviewed by detectives due to her state.

She was eventually arrested on a charge of child neglect without great bodily harm.

As of Monday afternoon, Holley was being held at the Turner Guilford Knight Correctional Center on a $5,000 bond. She faces an additional charge of possession of fentanyl in an unrelated case, jail records show.

The arrest report did not disclose who took custody of Holley’s daughter.
