MIAMI — A 20-year-old man was riding a dirt bike when he raced two others, refused to follow a police officer’s order to stop, and sped away until he ran out of gas on Sunday in Miami, according to police.

A Miami police officer reported Rayko Soto was wearing a black ski mask while riding a green and white dirt bike without rear lights, mirrors, or a license plate from Allapattah to Little Havana, where police officers arrested him at 9:40 p.m., records show.

Miami-Dade correctional deputies booked Soto early Monday morning at the Turner Guilford Knight Correctional Center and

Soto was racing “two other unidentified and unregistered dirt bikes” at Northwest 22 Avenue and 36 Street when the police officer activated the patrol car’s emergency lights and sirens and ordered him to stop, according to a police report.

Instead of stopping, Soto was speeding “on both public roads and sidewalks,” ran through red lights and stop signs, and he traveled the wrong way, so other drivers were forced “to take evasive measures,” according to the police officer’s report.

Although the three bike riders “refused to stop,” police officers “maintained a safe visual distance while following” them, and arrested Soto when he ran out of gas at Southwest Eighth Street and Eighth Avenue, according to the police arrest report.

Soto, also known as Rayko Rodriguez Soto, had a driver’s license that had been suspended for failure to pay traffic citations, according to the police arrest report.

Soto faced new charges of resisting a lawful police command by actively evading a law enforcement officer in a marked vehicle with lights and sirens activated, a felony; drag racing or other street racing activities while wearing a mask, a felony; and wearing a mask or hood to hide identity, a misdemeanor.

On Monday, Soto appeared before Miami-Dade County Circuit Judge Mindy S. Glazer, who set his bond at $7,150 and ordered him not to drive. Miami-Dade County Circuit Judge David Young was set to preside over the case.
