MIAMI — Newly-obtained federal court documents reveal sordid allegations about a 51-year-old South Florida law enforcement officer and a sexual relationship authorities said she had with a teenage girl from Georgia.
According to the FBI, Miami-Dade Sheriff’s Office Deputy Carle Miranda Blum was taken into custody on Tuesday in the Atlanta suburb of Roswell, Georgia. Federal prosecutors announced her arrest on two child exploitation charges on Wednesday.

In a federal criminal complaint filed in the U.S. District Court for the Southern District of Florida, FBI Special Agent Nicole D. Harris-Correa wrote that MDSO was tipped off to the relationship between Blum, of Homestead, and the 17-year-old girl on July 14. The complaint doesn’t state how the two allegedly became connected.
The witness, authorities said, “disclosed that the (girl)’s mental health had significantly deteriorated (over) the past year and during the time she was involved in the relationship with” Blum.
The witness went on to say that the girl tried to board a flight to Miami the day after turning 18, authorities said, but was Baker Acted; the girl managed to check a bag on the flight and Blum picked up the bag at Miami International Airport.
The complaint states on July 17, the witness gave investigators access to the teen’s cellphone.
In it, Harris-Correa wrote that investigators found “several videos” of Blum engaging in sex acts with the girl while she was 17, including at least two clips where Blum is seen “violently choking” the teenager. Investigators said they learned that Blum had traveled to Atlanta to have sex with the girl.
Authorities said they found messages on Blum’s “@kibblz_n_bitz” Instagram account that showed she bought the girl a Honda Accord and most of the messages between her and the girl were “romantic or sexual in nature.”
Many included messages in which Blum “continuously provided a ‘count down’” until the girl turned 18, and continuous promises from the deputy “that she intended to marry her,” the complaint states. Blum “constantly” referred to the girl as her “wife,” according to the FBI.
The conversations also included explicit photos and videos sent by the girl to Blum, authorities said.
Authorities said in a Feb. 28 conversation, Blum told the girl “I really need to RAPE your a--” and later told her, “You know I don’t think I’ve ever asked a lot from you. The only thing I ever wanted was your attention. I even stopped asking a long time ago (for) anything sexual from you (pics, videos sex talk etc.)...”
According to the complaint, a shared album in the girl’s phone labeled “c,” for Carle, contained screenshots of a shared Google Doc showing threatening messages from Blum in which she allegedly told the girl she would make her “slowly die.”
“Leave me and see what happens,” federal agents say Blum told the teen. “I will f---ing drive my favorite knife thru (sic) your throat and watch you slowly. I swear on my granparents (sic).”
Blum continued, according to authorities, “Make you suferr (sic) luke (sic) you make me.”
“You didn’t even fight to keep me. SMH,” Blum allegedly told the girl. “I WOULD NEVER STOP FIGHTING TO KEEP YO (sic).”
Authorities said they learned on Sunday that Blum would be traveling to Atlanta to be with the girl after she was released from the hospital, leading to her arrest in the Peach State on federal charges of visual depictions involving the sexual exploitation of minors and production of visual depictions involving the sexual exploitation of minors.
In a statement, Miami-Dade Sheriff Rosie Cordero-Stutz said in part she was “very disturbed” by Blum’s arrest, saying the allegations “are not only criminal, they are a betrayal of the badge, the public trust and the oath we swear to uphold.”
“We have assisted our federal partners throughout the investigation, and I remain committed to full transparency and accountability, no matter who is involved,” she said.
Blum was not listed in Federal Bureau of Prisons records as of Thursday.
The two charges could land her in federal prison for up to five decades if she’s convicted.
