Florida AG wants English checks for drivers following fatal crash caused by undocumented trucker

MIAMI — New enforcement actions were announced Monday morning following a fatal crash caused by a truck driver who police say was undocumented.

Video from Aug. 12 taken from the cab of 28-year-old Harjinder Singh’s truck shows him allegedly making an illegal U-turn on Florida’s turnpike, north of West Palm Beach.

That move caused a crash that killed three people from Miami-Dade and Broward counties and landed Singh behind bars.

The victims have since been identified as Herby Dufresne, Faniola Joseph and Rodrigue Dor.

Officials say Singh crossed into the United States illegally in 2018, and was able to obtain commercial drivers’ licenses from both Washington and California. Now, Florida Attorney General James Uthmeier is asking the federal government to revoke each state’s CDL program authority and related funding.

“Our office is investigating both the actions of other sanctuary jurisdictions, as well as the agents and companies that we know provided these exams or lack thereof,” said Uthmeier.

In his letter, Uthmeier also alleges Singh could not speak English or identify basic road symbols.

“If you can’t read street signs, how are you going to drive large commercial vehicles, 18-wheelers, tractor trailers, in a safe manner?” he asked.

For this reason, he says, state agricultural officers will work with Immigration and Customs Enforcement and other partners to conduct immigration enforcement and check for English proficiency at 23 agricultural inspection stations located in northern Florida.

Vladimir Rodriguez is a naturalized citizen who spoke to Local 10 News’ Liane Morejon. He is originally from Cuba, with a commercial driver’s license from Florida.

He said he hadn’t heard about the new enforcement until just now.

“I have to see the details of the news first,” he said.
