New York state duo accused of ‘hot-boxing’ car with 2-year-old inside on Ocean Drive

MIAMI BEACH, Fla. — Miami Beach police arrested a man and woman from upstate New York after they said they were “hot-boxing” their car with cannabis outside of a well-known South Beach hotel with a 2-year-old boy in the back seat over the holiday weekend.

Phillip Fraisar, 36, of Hamlin, New York, and Kasey Renee Buckmann, 27, of Rochester, New York, were taken into custody outside of the Clevelander Hotel.

Arrest reports state that the two were seen parked outside of the valet area of the hotel, located at 1020 Ocean Drive, just after 9:20 Sunday night.

Both Buckmann and Fraisar were smoking marijuana and drinking tequila, according to police.

The reports state that by the time officers arrived, Fraisar had left, but Buckmann was still in the car with the young boy, Fraisar’s son.

“The marijuana smoke filled the vehicle, as is commonly referred to as hot-boxing,” police said.

Fraisar returned a short time later, police said.

Authorities said after taking the two into custody, they found a “large clear bag of marijuana” under the driver’s seat and a pistol in the glove box, within “arm’s reach” of Fraisar, who was convicted of criminal possession of a weapon in New York in 2015.

Both are facing child abuse charges. Buckmann is additionally facing a marijuana possession charge, while Fraisar is facing a charge of felon in possession of a firearm.

Buckmann was being held at the Turner Guilford Knight Correctional Center on a $1,000 bond as of Tuesday afternoon, while Fraisar was being held on an $8,000 bond, jail records show.
