PEMBROKE PARK, Fla. — Miami voters will choose a new mayor in a runoff next month, a race closely watched even outside the city, because of the constant chaos and pattern of corruption built over the decades.
Of the 13 candidates on the ballot, former Miami Dade County Commissioner Eileen Higgins won 36% of the vote and Miami’s former City Manager Emilio Gonzalez was second with 19%.
