A second major power outage has hit southeastern France, this time in the city of Nice, after a suspected arson damaged an electrical facility.

A French police officer is in custody after shooting to death a driver who failed to obey an order to stop.

The French prosecutor said the attacker was not on the radar of intelligence agencies as a potential threat. The third victim, a 44-year-old woman, managed to flee the church alive but died at a nearby restaurant. .The three were killed “only because they were in the church at that moment,” Ricard told reporters.

A total of 16 people were reported missing in Italy, all but one travelers in cars on the Col de Tende high mountain pass between France and Italy, according to civil protection authorities.
