Deputies arrest 2 felons for failure to register as sex offenders in Florida Keys

KEY WEST, Fla. — Florida Department of Law Enforcement investigators were hunting for sex offenders who failed to register in the Florida Keys, and so far, they have found two.

Joshua Roland was convicted of unlawful sexual contact with a minor in Portage, a village in Wood County, Ohio, records show.

Roland, 40, a sex offender since 2007, failed to notify law enforcement that he was living in the Florida Keys, according to the Monroe Sheriff’s Office.

On Thursday, Roland was at the Monroe County Jail in Key West after deputies found him living in Key West and working in commercial fishing, records showed.

Deputies arrested Roland at 11:25 p.m. on Tuesday at 251 Mars Lane, in Geiger Key.

Manuel Herbert, who was convicted of two sexual batteries in 2006 in Monroe County, was also arrested during the same compliance checks this week.

Deputies arrested Herbert, 44, on Wednesday at 420 County Road, in Stock Island, records showed. Last year, he had been registered as living in North Miami.

Herbert was also at the Monroe County Jail on Thursday in Key West. He faced three counts of failure to report a residence change. Court records show that his arraignment is set for 9 a.m. on April 2.

Roland faced charges of failure to register changes to employment information, failure to report a residence change, and failure to register as required. His bond was $75,000. Court records showed his arraignment was set for 8:45 a.m. on April 9.
