The incident was reported around 10:50 a.m. Thursday in the area of Northwest 22nd Avenue and 30th Street.
According to an arrest report from the Miami Police Department, the victim told police that the suspect, identified as Fabian Hernandez, 73, was driving a dark-colored SUV – possibly a Toyota RAV4 – in the area when he pulled over and approached the victim while yelling at him in English.
The victim told police that he doesn’t speak English, so he was unsure what Hernandez was yelling at him about.
According to the report, Hernandez, at one point, showed the victim what appeared to be a police badge and pulled out a black gun, instructing the victim to leave the area.
Police said Hernandez told the victim he didn’t want to see him in the area again.
According to the report, while the victim was speaking to an officer at the scene, a black Toyota RAV4 passed by and the victim told the officer the SUV resembled the suspect’s vehicle.
Police said the officer then got into his unmarked police vehicle and pulled over Hernandez.
According to the arrest report, Hernandez was taken into custody and his wife, who is the registered owner of the vehicle, gave detectives permission to retrieve CCTV footage that captured the incident.
Police said Hernandez provided a confession, although his exact statement was redacted from the publicly released report.
Hernandez faces charges of falsely impersonating an officer and aggravated assault with a firearm.
As of Friday, Hernandez was being held at the Turner Guilford Knight Correctional Center on a $7,500 bond.
