NORTH MIAMI, Fla. — A 4-year-old child suffered fractures to an arm and leg, was malnourished and dehydrated, weighed 15 pounds, and could not walk. The child’s 7-year-old sibling was also malnourished and still wore a diaper. Neither of them could speak.
That’s how a North Miami detective who responded to the Jackson North Medical Center, at 160 NW 170 St, described the children in a police report on June 24 after a Florida Department of Children and Families investigator summoned the police.
The DCF investigator reported the children had not seen a pediatrician since 2022, and they had been living with Gabrielle Milfort, their mother, and Charmy Milfort, their father, in a first-floor apartment along Northeast 139 Street, near 13 Avenue, in North Miami, according to police.
During an investigation, the North Miami detective learned Charmy Milfort was unemployed and tasked with taking care of the children, who were not registered to go to school, according to a police arrest report in the case that opened on June 24.
The 4-year-old child weighed 5 pounds after birth and had only gained 10 pounds in about four years, the North Miami detective found, according to the arrest report.
The detective questioned Gabrielle Milfort, formerly Gabrielle Russell, who said she was employed and trusted her husband with the safety of their two children, records show.
According to the police report, the detective learned the couple had leased an apartment that was furnished in January, financed a car in February, and could have used those funds to provide healthcare.
The DCF investigator reported to police that the parents were no longer going to have custody of the children, records show. The detective reported the children’s health was improving under the care of medical professionals, according to the arrest report.
North Miami police officers arrested the Milfort couple on Wednesday, records show. Miami-Dade correctional deputies booked them on Thursday morning at the Turner Guilford Knight Correctional Center. They each faced a charge of child neglect.
Court records show Charmy Milfort has a criminal record in Miami-Dade County and had one case pending and was on probation for another on Thursday afternoon.
Prosecutors filed a case against him on May 20 after Miami-Dade Sheriff’s Office deputies arrested him on May 19. He faced a charge of a threat to throw a bomb, and the case remained pending on Thursday with Circuit Judge Tanya Brinkley.
Last year, prosecutors filed a case against him on Aug. 27 after North Miami Beach police officers arrested him on Aug. 23 for an assault and resisting arrest, both misdemeanors. He was found guilty of the assault charge, but a judge did not formally convict him and sentenced him to a probation that was set to end on Jan. 30, 2026.
Miami-Dade County Circuit Judge Tanya Brinkley was set to preside over his child neglect case. The court set his bond review for Friday and his arraignment hearing for Sept. 3.
Miami-Dade County Circuit Judge Laura Gonzalez-Marques was set to preside over Gabrielle Milfort’s case. Her bond was $2,500. A judge ordered both of them to stay away from their children.
