Ex–Fort Lauderdale police detective federally arrested months after Local 10 News investigation

FORT LAUDERDALE, Fla. — A former Fort Lauderdale police detective whose alleged misconduct was first exposed by Local 10 News in May has now been arrested on federal charges following an FBI investigation.

Henry Baldwin Lockwood III, once a prominent recruiting officer and public face of the Fort Lauderdale Police Department, is accused in a federal criminal complaint of stalking, wire fraud and computer-related crimes, according to court records filed in the Southern District of Florida.

A federal magistrate judge set Lockwood’s bond at $500,000, according to court records.

The arrest comes months after Local 10 News first uncovered an internal affairs investigation into Lockwood’s conduct, which ultimately led to his termination from the department.

According to an FBI affidavit, investigators allege Lockwood purchased and used GPS tracking devices to monitor a former romantic partner without her knowledge, tracking her movements to her home, workplace, and social locations.

The complaint states that after the tracking device was discovered during a vehicle inspection, surveillance footage captured Lockwood, while on duty, entering a restricted car dealership service area to retrieve the device himself.

Investigators also allege Lockwood abused his access to law enforcement databases, including Florida’s Department of Highway Safety and Motor Vehicles system, to conduct unauthorized searches involving his former partner, her relatives and others for personal reasons.

Federal prosecutors further accuse Lockwood of embezzling approximately $150,000 from the Fort Lauderdale Black Police Officers Association, where he served as treasurer.

The FBI alleges Lockwood used association funds to pay personal credit cards, cover expenses tied to a private business, and make personal purchases, while creating false financial records to conceal missing money and mislead other board members.

Investigators also allege Lockwood failed to return more than $56,000 in payroll overpayments to the city despite assurances that the money had been repaid.

Before his termination, Lockwood was frequently promoted by the department as a model officer. He mentored students, led community outreach programs, participated in charity drives, and appeared on national television promoting police recruitment efforts.

FLPD fired Lockwood after an internal affairs investigation concluded he violated department policies, abused his authority and provided misleading statements to investigators.
