BIDDEFORD, Maine — A group of Democrats met on Monday in Maine, where a 25-year-old father died during a shooting involving U.S. Immigration and Customs Enforcement.

Johan Sebastián Durán Guerrero, who was born in Bucaramanga, Colombia, lived in Maine with his wife, Karolina Rojas Alvarez, and their 3-year-old daughter.

Durán Guerrero died on July 13 during a traffic stop in Biddeford. His parents, Dora Guerrero and Omar Durán Plata, were at the hearing.

“There was no lawful justification for stopping the car in the first place,” Attorney Ben Gideon, who was representing the family, said during the hearing.

Maine Rep. Chellie Pingree said the intended target was his roommate, who owned the car that he was driving, but did not have a final removal order.

“He had a pending asylum case and a valid work permit,” Pingree said during the hearing.

Massachusetts Rep. Katherine Clark referred to ICE as a “mass secret police force that has terrorized children, trampled on our Constitution, and wielded violence.”

On Saturday, during a Democratic National Committee meeting in Austin, Texas, there were calls for “concrete reforms” of ICE after recent fatal shootings.

DNC Chairman Ken Martin, who’s from Minnesota, where ICE fatally shot U.S. citizens Renee Good and Alex Pretti, told The Associated Press that ICE needs reform.
