Driver accused of Key West rampage injuring 2 in hit-and-runs, attacking bystanders

KEY WEST, Fla. — A Jacksonville man was booked into jail on Wednesday after being accused of a late-January road rampage in Key West involving multiple hit-and-run crashes and two victims needing medical treatment.

On top of it all, Key West police said Scott William Hyland, 41, fought bystanders and bit an officer during the Jan. 29 incident.

According to the Key West Police Department, Hyland had been involved in an apparent road rage incident with another vehicle along Southard Street and when stopped at the Duval Street intersection, honked his horn repeatedly.

Investigators said when the traffic light turned green, Hyland veered his Buick LaCrosse into the bike lane to overtake the other vehicle and rear-ended a cyclist, knocking him to the ground, and continued driving.

Medics would later take the cyclist to the hospital and police said his injuries “may require surgical intervention.”

A KWPD report states that Hyland then turned left onto Whitehead Street and crashed into a Toyota, sending its driver to the hospital as well, and a parked GMC.

According to the report, a witness said “that the tire(s) on the black Buick were still spinning after it struck the GMC.”

Police, citing multiple witnesses, said Hyland got out of the vehicle and then began to attack a bystander outside the Green Parrot Bar who asked if he was OK.

The incident was captured on surveillance video.

The report states that KWPD and Florida Fish and Wildlife Conservation Commission officers responded and tried restraining Hyland, who “was repeating incoherent statements over and over” and “appeared to be in a state of altered mental status.”

Authorities said Hyland, amid the struggle, bit a KWPD officer on the hand.

Hyland was eventually taken to Lower Keys Medical Center, chemically sedated and airlifted to another South Florida hospital.

After being booked into jail on Wednesday, Hyland faces five felony charges: Three felony hit-and-run counts and one count each of battery on a law enforcement officer and resisting arrest with violence.

He also faces misdemeanor disorderly conduct and reckless driving charges.

Records show Hyland was being held on a $200,000 bond as of Thursday afternoon.
