Miami woman accused of child neglect after cops report ‘poor’ living conditions, no food

MIAMI — Miami police arrested a 36-year-old woman this past weekend after officers said they found her and her 3-year-old daughter naked outside an Overtown home in what authorities described as “poor” living conditions.

Police said Roslain Arabi Perdomo was taken into custody just before 8 p.m. Sunday near the intersection of Northwest Fourth Avenue and Northwest Eighth Street, west of Interstate 95.

According to Perdomo’s arrest report, an officer on routine patrol “observed a nude adult female with a nude female child” on the corner and stopped to ask if she needed assistance.

Perdomo told the officer that her daughter was “acting out” and wanted to go outside, and that she was trying to get the child back inside but the girl was resisting, the report stated.

Police said the officer instructed Perdomo to take the girl back home, but she was unable to safely do so.

After being advised of her rights in Spanish, Perdomo agreed to speak with officers without an attorney present, according to the report.

Officers who entered the home with Perdomo’s consent described poor living conditions.

The report stated that the child “was observed with a severe infestation of lice in her hair,” appeared malnourished and told officers she was hungry and thirsty.

Inside the home, police said they found no food and observed roaches “all over the food, furniture, and clothing.”

They said the refrigerator and freezer were empty and infested with roaches. An MPD sergeant also reported seeing what appeared to be a “large nugget” of marijuana on the floor near the girl’s toys.

Police contacted the Florida Department of Children and Families to report the incident. They noted in the report that Perdomo appeared to be under the influence of alcohol at the time of the incident.

They said Perdomo was later arrested and transported to the Turner Guilford Knight Correctional Center.

Jail records show she is facing one count of child neglect without great bodily harm.

As of Tuesday, she remained at TGK, where her bond was listed as “to be set.”
