MIAMI GARDENS, Fla. — According to an arrest report, a Tesla driver told Miami Gardens police “he was on his way to smoke marijuana at Andover Park” before fleeing officers trying to pull him over Sunday evening. Authorities said the 20-year-old wound up crashing into a Kia and a bus as he tried to outrun them.

Miami Gardens police said officers tried to pull over Jamaal Marcel Haggins Jr. at Northwest 194th Street and Second Avenue at around 7:30 p.m. for having an illegal windshield tint when he took off from them.

Police said they stopped following the vehicle a short time later because of Haggins’ dangerous speeding. But Haggins, continuing to run, lost control of the Tesla near Northwest Second Avenue and 199th Street, hit a Kia Rio, then crossed over the median and hit a bus, the report states.

Investigators said the wreck flipped the Kia over and slightly injured the two people inside.

Meanwhile, inside the Tesla, police said they saw Haggins and his passenger trying to escape. They said they detained Haggins at gunpoint and, during a vehicle search, found a Glock 23 pistol, three credit cards not in Haggins’ name, a box of suspected cannabis wax, and around 20 grams of cannabis in baggies.

According to the report, he told officers he took off because of the gun, which he knew he wasn’t supposed to have while under 21. He claimed, police said, that he bought the gun from someone “off the street.” They said he also claimed he had never seen the credit cards before.

Officers arrested Haggins ― who lives in the Ives Estates area of northeast Miami-Dade ― on charges of fleeing and eluding police at high speed, a person under 21 purchasing a firearm, armed marijuana possession, drug paraphernalia, unlawful possession of personal identification, resisting arrest and reckless driving.

As of Monday afternoon, he was being held in the Turner Guilford Knight Correctional Center, where his bond was listed as “to be set.”
